(AP) – Two officials working on a plan to build giant twin tunnels to ship water from Northern California southward tell The Associated Press the state is working to give powerful water contractors a more hands-on role designing and building the $16 billion project. The two sources are a senior official involved in the project, and an employee working closely on the project. They spoke on condition of anonymity because they are not authorized to publicly reveal details of the talks. Gov. Jerry Brown has pushed the deal to build build two 35-mile (55-kilometer) tunnels to ship water from north to south. Tunnel opponents say giving the water agencies more responsibility for the huge project could allow them to cut corners on issues affecting public safety and the environment.
