A fugitive from Alabama has been found camping near the Cypress Avenue Bridge. Redding Police Officer Jay Guterding was working with code enforcement Tuesday afternoon clearing homeless camps from the woods on the east side of the river when he came across a man camping in a tent. He was cooperative, introducing himself as James Duncan and saying he was homeless, having been in Redding for about 3 weeks. A records check found that Duncan had an outstanding arrest warrant out of Alabama for drug possession. Duncan is on probation for manslaughter and after serving 3 years in an Alabama prison he was supposed to enroll in a drug treatment program but instead he fled to California. He faces up to 17 years in prison upon his return.
