As Shasta County’s chronic offenders are convicted and sentenced, more are being targeted. The latest names being sought by the Chronic Offender Accountability Program are Andrew Scott Whitley and David Lee Howser. Whitley has been arrested a dozen times in the first three months of this year, including for shoplifting, petty theft, being drunk in public, and drugs. Howser was arrested 26 times last year, including for illegal camping, public intoxication, trespassing and resisting arrest.
