An out of court settlement will be paid by the City of Redding to the family of a man who stopped breathing while being subdued by Redding Police in 2013. 33-year-old Steven Motley died three days after the incident. He was being chased in a stolen truck, which he crashed into the front yard of a house at Rancho Road and Alta Camino. After a foot chase and a struggle that included at least one taser shot, motley drove off in the police car. He abandoned the car several blocks away and continued on foot. Several officers caught up with Motley in a back yard and struggled with him until he stopped breathing. He was eventually transferred to a hospital in Sacramento, where he was eventually declared dead. Motley had a number of injuries that were apparently caused in part by police officers during the violent struggle to take him into custody. However, a pathologist said that none of the external injuries contributed to the death. The official cause of death was determined to be a heart attack caused by toxic levels of Methamphetamine in his system. Then-District Attorney Steven Carlton said there wasn’t enough evidence to blame the officers. A lawsuit was filed in 2014 on behalf of Motley’s children and motley’s mother. The suit alleged excessive force and failure to summon prompt medical care. The family will split a $1.5 Million settlement, though the city does not admit any fault or liability.
