A fugitive known in Iowa as a confidence man targeting elderly victims has been arrested in Redding. 64-year-old Roger Manning has had multiple arrests in Jefferson County, Iowa for first degree theft. He reportedly had posed as a wealthy patron of the arts to gain the trust of his victims, who he would then borrow large sums of money from, and he wrote bad checks worth more than $25,000. On Tuesday Redding Police were asked for assistance in locating Manning. Officers found him on State Street and he’ll be extradited back to Iowa.
