Redding Police ran a sting operation Monday afternoon targeting retail stores for alcohol sales to minors. An underage decoy attempted to buy booze without an ID at 17 different retailers. The purchase was only successful at one store, and the clerk was cited. The penalty on the clerk is a minimum fine of $250 and up to 32 hours community service for a first violation. The store may be punished as well. When minor decoy operations began in the 1980s up to 40 to 50 percent of stores sold to minors. Now in most cases the rate has dropped to 10% or less.
